Dwayne died at the scene, while a second victim survived. His family has released his photo, hoping it will encourage someone to speak up. Loved ones describe Dwayne as a joyful father of 3 whose smile lit up every room, and his mother continues to fight tirelessly for justice through vigils and advocacy.
