On August 18, 1994, around 3 p.m., Baltimore County officers responded to an apartment in the 8200 block of Church Lane in Windsor Mill after concerns were raised when Delroy “Tony” Daley failed to show up for work for several days. Family members and an associate entered the apartment and discovered Tony deceased in a back bedroom; he had been bound and shot multiple times in the head. Tony, a quiet and well-liked 33 year old Jamaican native, had lived in the United States for approximately seven years at the time of his death.
