Joseph Kelly was a 20 year old U.S. Navy serviceman stationed at Dam Neck Naval Base in Virginia Beach, Virginia. Described as a thin-built white male, he stood 5 feet 5 inches tall, weighed approximately 130 pounds, and had blonde hair and brown eyes.
    In the early morning hours of Friday, May 16, 1975, at approximately 12:05 a.m., police responded to a report of shots fired in the 200 block of 10th Street in Virginia Beach. Upon arrival, officers found Joseph suffering from a gunshot wound. He was transported to Virginia Beach General Hospital, where he later died from his injuries. The Medical Examiner’s Office ruled his death a homicide.
    Witnesses reported seeing a yellow 1972 or 1973 model Chevrolet with large whitewall tires in the area around the time of the shooting. The vehicle was reportedly occupied by two Black males who may have had information relevant to the case. Despite investigative efforts, authorities were unable to establish a motive for the shooting.
