David Biggs is 70 years old and has been reported missing from Philadelphia Pennsylvania’s 3rd district. He was last seen on July 18, 2025 leaving his sister’s home on the 800 block of South 12th Street. He said he was going to an event at the Pennsylvania Convention Center but did not arrive. 
David was last seen with a friend in the area of 25th Street and Fairmount Avenue. David is 5’1” and weighs 138 pounds. He has black hair and brown eyes. He was last seen wearing a black suit with a white shirt and a black and gold tie.
David’s sister thinks he could have traveled back to Massachusetts where he is from.
